Cosgrave Makes Retirement Official

After an informal announcement made earlier this month, Paul Cosgrave, the commissioner of New York City's Department of Information Technology and Telecommunications,  is officially retiring after three years in the department. 

Cosgrave is known mostly for running the city's 911 system, which in recent years has been plagued with issues and rising budget costs.
