NEW YORK, NY – AUGUST 09: An audience member listens as New York City Police Commissioner Raymond Kelly speaks at the Business Expo and Employment Fair at Columbia University which is part of Harlem Week on August 9, 2012 in New York City. Kelly addressed the police departments stop -and- frisk policy which has drawn criticism from many area black leaders and community members as they tactic has overwhelmingly targeted members of the latino and African Americans communities. Alvin, a 17-year-old NY resident, revealed tactics behind the Stop and Frisk practice when he secretly recorded an incident with the NYPD on his iPod. When the teen asks why he was stopped, the response is, “For being a f***ing mutt!” Mobile devices and apps such as Stop and Frisk Watch from the New York Civil Liberties Union may be the next wave in making law enforcement more accountable for its actions.
